Contrasting Talks at Rotary

The Animal and Plant Health Agency (APHA) and Resetting relations with the EU.

There was good attendance at the last two Wadebridge Rotary meetings, drawn by the two speakers who gave talks on very different subjects, though both connected with ‘government’ in a general sense.

David Collins, MRCVS, is the Veterinary Head of Field Delivery at the Animal and Plant Health Agency, part of DEFRA. He spoke on 14th November about his role and the work of the agency. Coincidentally, this was followed a couple of days later by the announcement of an avian flu outbreak near Penzance, so we all recognised the graphics of the control zones portrayed in the local news reports, and could imagine the activities taking place to limit the outbreak.

A week later, we had a talk from David Johns. David is the son of Rotarian Bob Johns, who is the sole remaining founder member of Wadebridge Rotary (founded almost exactly 65 years ago on 3-11-1959). Bob determinedly retains his membership of Rotary, even though he is now unable to attend meetings. David brought his father’s greetings.

David was a high ranking official in the EU Council, with 30 years experience there, and retired a couple of years ago. Rather than dwelling on Brexit and the past, David looked forward to ways in which the UK could reset relations with the EU, as desired by the government, suggesting such things as a security and defence treaty, common sanitary and phytosanitary standards (SPS) to remove checks on food crossing borders, and mutual recognition of qualifications. The Trade and Co-operation Agreement between the UK and the EU could be reviewed but major revision is unlikely given its fundamental nature and what it took to reach agreement in the first place. The subsequent questions touched on Brexit, of course, but in a very civilised way.
