Council on Legislation Election, November 2019

Every three years, Rotarians meet at the Council on Legislation to review and vote on proposed legislation. The Council gives us a voice in how our organization is governed. Each district within Rotary International sends one delegate. To qualify to attend, a delegate must have completed one year as a District Governor before being so delegated. District Governor Frank Quinn was asked, recently, to seek nominations for the District 1090 Representative to attend the Council on Legislation in 2022. Three Past District Governors have offered to represent our District. All have been District Governors in the past 6 years and will be well known to most of our members:

PDG (2013/14) John Greening (Rotary Club of Elthorne-Hillingdon),
PDG (2015/16) Fred King (Rotary Club of Burnham Beeches), 
PDG (2017/18) David Pope (Rotary Club of Abingdon)

As three nominations have been received for this position, an electronic ballot based on the single transferable vote principle will be conducted before the District Council meeting being held at the Christchurch Centre, Henley on Wednesday 27th November 2019 when the result will be announced after two PDG tellers have scrutinised the electronic Ballot papers

The number of votes each Club has depends upon their membership numbers as follows:

1. vote for Clubs with less than 13 members

2. votes for Clubs with 13 to 37 members,

3. votes for Clubs with 38 to 62 members,

4. votes for Clubs with 63 or more members

Each club should select their 1st and 2nd preference on the Ballot Form.

If a candidate receives 50%+1 of the votes cast then that candidate is elected and the second highest candidate is elected as their deputy.

If no candidate receives more than 50% of the votes cast then the candidate with the least number of votes is eliminated. If there is a tie for second place then lots are cast. The votes of the eliminated candidate are then re-allocated to the candidates who were the second preference on those ballot papers. The remaining two candidates will then be elected as District’s Representative and their Deputy. If there is a tie then the District Governor has the casting vote.
