Noel Beamish of The Dover Outreach Centre gave a talk on the work of the Centre in helping the homeless of Dover. He gave an insight into the causes and effects of homelessness

Recently, members of the Rotary Club of South Foreland heard from Noel Beamish about the Dover Outreach Centre which aims to support people out of homelessness.  Noel, a committed Christian with a calling to end homelessness in Dover, established the charity two years ago in the hall behind St Paul’s Catholic Church in Maison Dieu Road.  Set up as a drop in centre providing facilities and support to the homeless from 9am until 11am each weekday, it works closely with other agencies such as Porchlight, Street Pastors and local housing providers.  It organises the Churches Together Night Shelter for rough sleepers and distributes food bank vouchers.

Noel spoke of the issues underlying homelessness, including the closure of large institutions and the introduction of Care in the Community which resulted in inadequate help and support for some mentally ill people and a greater risk of homelessness.  The prevalence of mental illness and the dependency on alcohol and other drugs which are easily obtainable are the big issues to tackle.  That is why a mental health professional works at the Centre.

The Centre receives an annual grant of £30,000, money from donations and income from its Social Enterprise Company, which enables unemployed individuals to learn skills such as decorating, carpentry and gardening as well as building confidence.  Because they are paid they come out of the benefit system and become more independent.

 While giving money to homeless beggars may seem charitable it is not recommended as many would use the money for their alcohol or drug addiction.  The best way of helping is to give to local charities who are addressing the underlying issues and providing lasting support.  Since it opened the Centre has registered 980 people, housed 83 and found employment for 49 of these.
