Speaker Stephen gave a comprehensive and fascinating overview of the Parish Council system in the UK with special reference to County Durham. There are 103 parish councils in the county, with three more areas applying to become a parish.

Stephen explained the large variety of functions carried out, including allotments, recreation and play areas, parks, bus shelters, cemeteries, traffic calming and street cleaning. He also pointed out that the parish council of Dibley [Vicar of Dibley] is definitely not typical in its deliberations !

An interesting talk from Stephen, who unfortunately missed his lunch due to another appointment overrunning - perhaps he could return sometime and continue this time with a full stomach !
